AGRA: RPF constable Chetan Singh, 34, who shot his senior officer and three passengers on the Jaipur-Mumbai Central Express on Monday is “mentally unstable” and “undergoing psychiatric treatment”, said senior RPF officials and his family members.

A native of village Meetai in UP’s Hathras district, Chetan lives with his wife Renu, 31, son, 8, and daughter, 6, in a rented house in Mathura district. He was appointed as RPF constable on compensatory grounds two years after his father, an ASI in RPF, died on duty in 2007 following a cardiac arrest.
Inspector general-cum-principal chief security commissioner, Western Railway, PC Sinha, said the constable was “short-tempered” and was “suffering from mental health issues“. Sinha added: “He had just returned from leave. He first shot his superior and then shot those who came in front of him.”

Visibly shaken, Chetan’s younger brother Lokesh, who works at a transport company in Delhi, said, “Chetan is a shy and well-mannered person. He has never had even a verbal argument with anyone in the village. Elders in the family love him. He is a family person and cares much about his wife and children. He has been a football player and represented RPF in tournaments.”
Lokesh added: “Around six months back, I came to know that he was suffering from mental health issues and was seeking help from a doctor. He was also suffering from insomnia. He was upset with the attitude of his seniors as they were not sympathetic towards his suffering. I do not know the reason behind his mental ailment as there was no family or financial issue.”
Chetan’s uncle Bhagwan Singh said, “We are shocked. He killed innocents. He should have been shot dead then and there. He has put his family’s future in peril.”
